Defining the zodiac with respect to the Sun or Jupiter does not affect the basic concept in any way. The Zodiac continues to be a circle (subtending 360 degrees at the Earth). Defining it with respect to Jupiter and then drawing attention to the fact that the every sidereal solar year "marks" one sign of the Zodiac explains why there are 12 signs.
