Test the Twin paradox by using a Minkowski diagram!
You see that the twin at rest and the travelling twin are signalling every constant time interval by using their local time.
At maximum speed (v=c) the travelling is able to give signals too.
At (v=c) the travelling is as fast as his signals, hence he reaches the target together with his signals.
